FDA Releases Updated Food Safety Modernization Act Proposals
The U.S. Food and Drug Administration (FDA) has proposed revisions to four proposed rules that will implement portions of the Food Safety Modernization Act. The four updated proposed rules are produce safety, preventive controls for human food, preventive controls for animal food, and the foreign supplier verification program. Starting September 29, the FDA will accept comments on the proposed revisions for 75 days.

USDA Announces Funding for Renewable Energy and Energy-Efficiency Projects
USDA is investing in 540 renewable-energy and energy-efficiency projects nationwide through USDA Rural Development's Rural Energy for America Program (REAP). Agriculture Secretary Tom Vilsack announced $68 million in REAP loan guarantees and grants.

New Members Appointed to the National Organic Standards Board
USDA National Organic Program has announced that four new members have been appointed to the National Organic Standards Board (NOSB) for terms beginning in January 2015. Ashley Swaffer will fill the open producer seat on the Board. Tom Chapman will fill the open handler seat. Lisa de Lima will fill the open retailer seat and Paula Daniels will fill the environmental protection and resource conservation seat.

Corn-Soybean System with Synthetic Fertilizer Losing Soil Organic Matter, Research Shows
New research suggests that conventional corn-soybean systems, managed with synthetic fertilizer alone, do not produce enough plant material to sustain soil organic matter levels, reducing crop yield in the long term. Iowa State University agronomist Michael Castellano led research that studied soil properties at four field sites in Iowa. On corn-soybean operations, Castellano says the best way to increase soil organic matter is to return manures to the soil.

New Toolkit Helps Plan Shared-Use Kitchens
A new resource from the Leopold Center for Sustainable Agriculture is designed to help community and organization leaders make informed decisions about starting shared-used kitchens. The Shared-use Kitchen Planning Toolkit is a 44-page guide that discusses what should be included in a feasibility study, business planning and other key considerations, licensing and insurance regulations in Iowa, and sample rental agreements.

Maple Hill Creamery Receives GrassFed Organic Certification
New York-based Maple Hill Creamery announced that it is the first national dairy brand to receive Pennsylvania Certified Organic's (PCO) new 100% GrassFed Organic certification. PCO's 100% GrassFed standards were developed over a four-year process. The certification is currently open to farmers and producers with PCO Organic certification. Over time, PCO is hoping to expand the program by working with other U.S. organic certifiers.

Aquatic Ecosystem Restoration Foundation Newsletter

Are you wondering what's up with the Clean Water Act?  Our fall AERF Newsletter 11 [attached] is devoted to all sides of the story.  We hope you find it useful. You may also view the newsletter on our website under the Publications tab.

Waters of the United States

Carlton R. Layne, Executive Director

The sky is falling yet again. Shall we call up the Guard? Activate the congressional internet portals once

more? Wait and see? Switch from FNC to MSNBC? Or what? AERF has opted to provide information to

the aquatic plant management community and present possible responses from which you can choose.

So this newsletter is dedicated to the hereafter referred to “proposed rule”. The Editor has tried to

present arguments from both sides so you can make an informed decision whether to do anything or not.

News & Resources

USDA Awards Conservation Innovation Grants
USDA has announced the award of $15.7 million in Conservation Innovation Grants to 47 organizations that will help develop and demonstrate cutting-edge ideas to accelerate innovation in private lands conservation. These grants are funded through the Environmental Quality Incentives Program. A full list of recipients is available online.

Study Assesses Organic Dairy Farm Needs in Northeast
Northeastern organic dairy farms say their top concern is receiving steady, fair prices for their milk, according to a new survey conducted by the University of New Hampshire. The results were published in the Journal of Dairy Science. Working with the Northeast Organic Dairy Producers Alliance, UNH researchers surveyed 183 Northeastern organic dairy farms, and 85% ranked a steady, fair milk price as their top challenge.

USGS Study Shows Pesticide Levels a Concern for Aquatic Life
Levels of pesticides are a concern for aquatic life in many of the nation's rivers and streams in agricultural and urban areas, according to a new United States Geological Survey study. The proportion of streams draining agricultural lands with one or more pesticides that exceeded an aquatic-life benchmark was 69% for the decade 1992-2001 and 61% for the period from 2002-2011.

USDA Announces Sound and Sensible Certification Projects
USDA is awarding project contracts to 13 organizations that will advance the National Organic Program's Sound and Sensible initiative by identifying and removing barriers to organic certification and streamlining the certification process. Organizations contracted include California Certified Organic Farmers, Northeast Organic Farmers Association, and the National Center for Appropriate Technology.

Resources Available for Farm to School Month in October
The National Farm to School Network has developed resources and activities to promote October as Farm to School Month in schools, communities, and media outlets. These online materials include logos, posters, and a communications toolkit. In addition, the National Farm to School Network is holding a drawing at its website for $1,000 to spend on a farm to school/preschool project.

Study Shows Drug-Resistant Bacteria Persisting on Hog Workers
A new study suggests that nearly half of workers who care for animals in large industrial hog-farming operations may be carrying home livestock-associated bacteria in their noses, and that this potentially harmful bacteria remains with them up to four days after exposure. A study of hog workers in North Carolina was reported online in Occupational and Environmental Medicine by Johns Hopkins Bloomberg School of Public Health.

Tree Risk and Urban Forest Management Workshop

The Florida Urban Forest Council is presenting a workshop on tree risk assessment in urban forestry in Tampa on October 23rd. The workshop will provide practical advice and demonstrate the latest techniques in risk assessment and there application to government wide decision making. The brochure is attached. Please see the description below.

The close proximity of people and trees in our cities and communities requires the diligent and consistent assessment of tree risk. This is especially true in Florida where we encounter very strong storms with high winds and ground saturating rainfall.

This workshop will identify the role of tree risk assessment in urban forestry, provide examples of how tree risk assessment can be incorporated into an active urban forest management program and demonstrate techniques and technologies that allow individual tree risk assessment data to be incorporated into broader inter-department decision making that supports the long-term conservation and restoration of the urban forest and its social, economic and ecological values.

Date:  Thursday, October 23, 2014 – 9:00 a.m. to 12:30 p.m.
