FW: NISAW activities for Wed. afternoon and potential $$

Hi all,

 

1)      $ first: Effective management of invasive non-native plants on Florida’s public lands and in waterways requires science-based policy and methodology and good communications with the public.  The Florida Fish and Wildlife Conservation Commission’s Invasive Plant Management Section annually calls for pre-proposals to conduct research and outreach in the field of invasive plant management.  To submit a research and/or outreach pre-proposal for state fiscal year 13-14 funding, please see the directions in the PDF attached to this email.  The deadline for pre-proposal submittal is April 15, 2013.

Background Material – Legal and Regulatory Efforts to Minimize Expansion of Invasive Mussels through Watercraft Movements: A Co-learning Workshop and peer-reviewed publications (in press)

1:00        Welcome Remarks (Lori Williams, National Invasive Species Council)

1:15        Current Federal Law – 15 minute presentations followed by panel discussion will provide participants with a general understanding of the state of federal laws controlling the movement of invasive species:

·         Federal Legal Frameworks – an overview of federal authorities, legislation, and regulations (Stephanie Showalter Otts, Director, National Sea Grant Law Center)

·         Status of Injurious Wildlife Provision of the Lacey Act (Craig Martin, Aquatic Invasive Species Branch Chief, US Fish and Wildlife Service)

·         Legislative Proposals for Reform (Stephen Phillips, Sr. Program Manager, Pacific State Marine Fisheries Commission)

2:15        Role of the States - This section will focus on the role of states who have primary law enforcement authority for aquatic invasive species and highlight some differences between state regulations, including discussion of the different types of regulations such as black/white lists (Priya Nanjappa, Invasive Species Coordinator, Association of Fish and Wildlife Agencies) and examples of state programs:

·         Colorado (Elizabeth Brown, Invasive Species Coordinator, Colorado Parks and Wildlife)

·         Pennsylvania (Tim Schaeffer, Director of the Bureau of Policy, Planning and Communications, Pennsylvania Fish and Boat Commission)

3:15        Legal Framework in Action - 15 minute presentations on emerging and long-standing aquatic invasive species legal/regulatory challenges across the country, followed by a panel discussion:

·         Boat Movements in the West (Jas Adams, Attorney-in-Charge, Natural Resources, Oregon Department of Justice)

·         Asian Carp (Ron Brooks, Fisheries Director, Kentucky Department of Fish and Wildlife Resources)

·         Invasive Species Bills (Peter Jenkins, Executive Director, Center for Invasive Species Prevention)

4:20        Outcome of Phoenix Workshop and Progress to Date on Action Plan

4:40        Closing Discussion: Potential for Collaborative and Voluntary Approaches (Group Discussion)

Expected Work Products:
The group will develop a set of recommended audiences and possible themes for the development of a unified message for terrestrial species equivalent to “Stop Aquatic Hitchhiker”. Participants will be asked to work with their organizations to gauge the feasibility of a shared message and maintain communications on this outreach effort. Next steps and a lead for continuing this effort will be identified.
